Gilis to Gain Water and Waste Systems

Investor to find Best Solutions
THE world’s travellers and dreamers have vivid memories and images of the famous Three Gilis (small islands) of Trawangan, Meno and Air in the Pemenang district of North Lombok regency.

Clean white beaches, translucent turquoise waters and rare blue coral reefs teeming with marine life draw tourists to the islands from around the globe, throughout the year.

Last year, almost 50 percent of North Lombok’s 300,000 recorded tourists travelled to the Three Gilis by fast boat from Bali, according to North Lombok regent H Djohan Sjamsu. Tourism contributes about 70 percent of regency revenue,

In response to steadily increasing tourist visits, especially to the Gilis, the North Lombok administration will this year focus on the development of facilities in tourist areas.

In mid-January, the regency signed a memorandum of understanding with Jakarta investor PT Siskem Aneka Indonesia on joint development of systems to supply clean drinking water and to recycle domestic waste on the Three Gilis.

The agreement was signed by the company’s president director Syauki Amin and regent Djohan in the presence of deputy regent H Najmul Akhyar and other North Lombok government leaders.

The agreement is an important step in North Lombok’s drive to accelerate infrastructure development, especially the supply of clean water, for the internationally popular Three Gilis.

“Transporting clean water from the mainland pushes the price up to about Rp70,000 a cubic metre, which is too expensive” said regent Djohan.

PT Siskem Aneka Indonesia is a private sector investor with the technical and financial capabilities to assist the regency to build the two infrastructure systems for the islands.

Both systems, which support regency efforts to improve community welfare, would deliver cost savings to tourism businesses and local communities, said Djohan.

Following signing of the joint agreement, North Lombok will fund a feasibility study into an investment plan for the development of a water supply system. PT Siskem Aneka Indonesia will conduct the three-month study in which it will assess two main alternative systems.

Results of the study will form the basis on which North Lombok will prepare construction project documents for both the supply of clean water supply and domestic waste management on the islands.

Companies interested in constructing the systems will then become part of a formal tender process, as specified in legislation. As project initiator, PT Siskem Aneka Indonesia will not be eligible to bid for the work.

Regent Djohan said the feasibility study would explore alternatives systems of water supply including a network of underwater pipelines from mainland Lombok to the islands and a network of machines to distil sea water on each of the islands.

“The two systems are to be reviewed to determine which is more affordable and which is most easily constructed,” said Djohan.

“If all this goes well, then by the end of 2012 both the drinking water supply and the domestic waste recycling systems for the Three Gilis will be operational.”

PT Siskem Aneka Indonesia’s Syauki said the assessment would include a calculation of water needs for the Three Gilis and an appraisal of budget requirements for construction. Generally, every person needed 100 to 200 litres of clean water a day, he said.

A similar water project for Fantasy Island near Batam, the Indonesian island just off Singapore, had required a budget of Rp50 billion, he said, adding that the calculation of costs for the Three Gilis would come later in the process and that sub-sea pipelines would be the more expensive option.

Other regency officials at the signing of the agreement were Regional Development Planning Board (Bappeda) head Nanang Matalata; Investment, Empowerment of Women and Family Planning, and Village Governance (BPM-PPKB-Pemdes) head Jayadi; and department of Transportation, Tourism, Communication and Informatics head Sinar Wugiarno

Airport to Trigger West Sumbawa Tourism

Newmont to Foot the Biggest Bill

RICH in potential for development of its agriculture, livestock and mining industries, West Sumbawa Regency is also recognised for the extraordinary prospects of its fledgling tourism sector.

While West Sumbawa lags well behind the popular Senggigi tourism destination on Lombok island, some of the regency’s spectacular and unspoiled coastal locations are drawing domestic and international visitors.

Prime beach destinations include Jelenga, in the Jereweh district, Maluk and Sekongkang.

Interestingly, West Sumbawa’s peak tourist flow occurs in December when weather conditions are less favourable and sometimes include monsoon winds.

“Most tourists visiting West Sumbawa today come to surf,” said the owner of Sekongkang’s Hotel Tropical, Sri Wahyuni White, known as Yuni. “They come at the end of the year because that is when they think we provide the big waves that attract them.”

Yuni, who is the mother of Jakarta television celebrity Andrew White, says the Sekongkang coast is different. Facing the Indian Ocean, Sekongkang gets big rolling waves almost all year round, regardless of season.

“Sekongkang beach is known among surfers as Yoyo’s because the waves roll in and out as consistently as a yoyo on a string,” she said.

“Unfortunately, the abundant tourism potential of West Sumbawa is not being realised because of inadequate infrastructure which is a deterrent to visitors and keeps numbers low.”

Recognising the potential of tourism development in West Sumbawa, regent Zulkifli Muhadli now says a priority project for tourism growth this year is development of Sekongkang airport about 27 kilometres from the regency capital, Taliwang.

The project involves redevelopment of the privately owned Tropical air strip, owned by Hotel Tropical, which ceased operations in 1989.

“The 850-metre runway will be extended to 1500 metres to accommodate ATR aircraft with a capacity of 48 seats,” said Zulkifli.

Currently West Sumbawa can be accessed only via sea from Lombok, where most tourists go, by ferry from East Lombok across the Selat Strait.

“Access is difficult and the long road and ferry trip makes tourists reluctant to come to West Sumbawa, even if they like us as a destination,” said Zulkifli.

“The only way to develop tourism is to achieve fast and easy access by developing Sekongkang airport.”

Remedial work and upgrading of the airstrip is expected to cost Rp25 billion. “This figure includes the cost of acquisition of land and earthworks to make hilly terrain suitable for a runway extension,” said the regent.

“If development goes well, then the airport will be operating by the middle of this year.”

The regent said the management of copper and gold mining giant PT Newmont Nusa Tenggara, operators of the Batu Hijau mine, had agreed to help fund construction of the public airport.

West Sumbawa’s head of Transport, Communication and Information, Kaharuddin Karim, said the administration this year had allocated Rp10 billion for airport development and hoped the Rp15 billion shortfall would be met by the private sector.

Later, he said, the airport would be operated jointly by the West Sumbawa administration and the private sector.

Newmont’s Exploration manager H Kasan Mulyono said: “PT NNT will support activities according to the company’s commitment to improve and develop the economic welfare of residents in West Sumbawa regency.”

Newmont would support the airport redevelopment plan as it was likely to trigger an influx of tourists to West Sumbawa, he said.

Race is On to Achieve 1 Million Visits

Tourism Chiefs Unite in Vision and Effort

TOURISM and other leaders from throughout West Nusa Tenggara (NTB) met in March to consolidate their efforts and review progress towards bringing one million visitors to the province this year.
NTB’s Culture and Tourism department (Disbudpar) is the lead agency responsible for achieving the one million target of the Visit Lombok Sumbawa 2012 flagship campaign.
Figures for 2011 released in February showed an 18.2 percent increase in arrivals – to 886,880 – over numbers for 2010. A similar increase this year would put NTB tourist numbers well over the million-mark.
Disbudpar head Gita Aryadi opened the coordinating meeting which was attended by Culture and Tourism leaders from the province’s eight districts and two cities; and provincial leaders representing Transport and Communications; Regional Planning; and Investment.
Airports operator PT Angkasa Pura also attended along with cultural specialists, tourism operators and media.
The meeting aimed to integrate 2012 tourism promotion and development programs across the province and with national efforts, and to evaluate the success of programs implemented in 2011, said Gita.
The meeting would ensure that all participants directly involved in the development of NTB tourism and culture shared a common vision that would support the Visit Lombok Sumbawa campaign, he said.
“By working together in this way we are giving ourselves the best possible opportunity of achieving our target of one million tourists.”
Throughout 2012, the NTB administration is building and improving a wide range of infrastructure and support facilities, especially at tourism destinations, to enhance the visitor experience.
As well, there is a full calendar of tourism promotion activities and events both within Indonesia and internationally.
NTB will participate in national exhibitions including the Majapahit Travel Fair (MTF) in Surabaya from 10 to 13 May; Surabaya Great Expo 16-10 May; Indonesian Tourism and Culture Expo (Gebyar Wisata & Budaya Nusantara) in Jakarta 31 May-3 June; and a direct promotion in Surabaya yet to be scheduled.
NTB will be well represented at major events in Mataram including the Lombok Sumbawa Expo 14-19 May; the NTB Expo in June; Indonesian Tourism and Creative Products Expo (Parekraf) 27-30 September; the NTB TITex trade, investment and tourism expo 7-11 November; and the Lombok Inafact tabletop promotion 1-4 November.
Lombok and Sumbawa will take their message to the Gelar Wisata & Budaya Indonesia tourism and culture event in Batam 9-12 November; the Kemilau Nusantara national promotion in Bogor in October; a direct promotion in Bali; and to the Indonesia Tourism and Travel Mart in Jakarta in November.
NTB also received exposure through the 2012 Lombok Audax international cycling event at the end of March.
Internationally, the province will be promoted at the Enchanting Indonesia event in Singapore in May; at the Arabian Travel Mart in Jeddah in Saudi Arabia; at the MATTA tour and travel fair in Kuala Lumpur, Malaysia; and at a major global travel fair in London, UK.
In the first half of 2012, NTB promotional campaigns were scheduled in travel magazines and on Megatron TV, and billboards were erected to promote the Visit Lombok Sumbawa program.
Brochures and leaflets were produced in Indonesian, English, Japanese, Chinese and Arabic. An events calendar was published and souvenirs were produced.
The tourism program will be promoted at the 2012 Lombok Sumbawa Pearl Festival in June and awards will be presented to major supporters of the campaign at an Appreciation Night in December.

Foreigners, MICE say Let’s Go to Lombok

NTB Rates High in Tourism Survey

L. Gita Aryadi

A SURVEY by Indonesia’s leading meeting industry magazine has rated Lombok as the fifth most popular Indonesian destination for international tourists and third most popular destination for MICE (meetings, incentives, conventions and exhibitions) events.

The official survey by Venue Magazine found that international tourists favoured Lombok after neighbouring islands Bali and Komodo, then Yogyakarta and the special capital city region of Jakarta, both on Java.

The finding is a boost to efforts by the West Nusa Tenggara (NTB) provincial administration and tourism industry to improve facilities, services and accessibility for visitors.

“The rating puts Lombok ahead of other popular areas such as Bandung in West Java, East Java, Manado and Bunaken in North Sulawesi, Central Java and Raja Ampat in Papua,” said NTB Culture and Tourism head Gita Aryadi.

“If the survey had been conducted into 2012 when a variety of tourism improvements were well underway, then we believe the islands of Lombok and Sumbawa could have taken second or third place,” said Gita.

Lombok’s position as third most popular Indonesian destination for meetings and exhibitions endorses government and industry strategies to improve the island’s share of the lucrative MICE market.

“Only the city of Jakarta and Bali are more popular than NTB for MICE events,” said Gita. “We are ahead of the special region of Yogyakarta, Solo, Batam, Surabaya, Central Java, Makassar, Manado, Banten then Bandung and others.”

The Venue Magazine survey results support the findings of earlier research by Bank Indonesia Mataram and Mataram University’s economics faculty which found that 90.45 percent of surveyed tourists who had visited Lombok or Sumbawa said they would return.

Both results endorse the tourism sector’s conviction that continued exploration and development of NTB’s stunning natural attractions and rich culture will help achieve its vast potential for tourism growth.

“The challenge, of course, is to create and maintain a climate in NTB that is conducive to investment,” said Gita.

“Today, many locations in NTB are being trialled by entrepreneurs who want to invest, especially those engaged in the tourism sector.

“The effort to attract investment has received support from the provincial government and regional and city administrations which are all working to ease the path to investment.”

And the national land agency (BPN) in NTB has moved to identify land that has been abandoned by intending developers and to require investors to start development.

“Thanks to God, over the next two years many new hotels will be built on Lombok,” said Gita. Culture and Tourism department data to the end of March 2012 showed that Lombok could expect 1500 new hotel rooms, he said.

Gita said NTB people could be optimistic that if they kept their province clean and helped build its tourism industry, they would prosper.

Venue Magazine has a monthly circulation of 20,000 and is read by meeting planners and exhibition organisers in Indonesia.
